Proposals we have received: Unit and/or Position: CIPA Treasurer Rationale: I have had many instructors requesting more information on how they are being judged; that they do not completely understand the judging sheets; and that they do not completely understand what the judges are looking for when adjudicating their programs.I also believe that our units would benefit greatly from CIPA assisting the judges with further training. If area judges are informed on what the national judges are being trained then we increase the possibility of all judges using the same criteria and philosophies as they view our units. Financial Impact: There would be a financial impact to the circuit and the expense would have to be determined and approved by the Educational / Training Team. And would be limited to what the circuit could afford. By charging non member instructors and all judges a fee for attending this event, the circuit could offset expenses. 2. Proposal: Percussion be seperate on championships, could be a different site or a completely different weekend.

Unit and/or Position: Director, Union County High School
Rationale: Championships are a big strain on percussion and having percussion equipment, especially when you have to come back home and unload equipment at 4:00 in the morning. It is a danger to all groups that cannot afford the hotel prices to stay the night. Also percussion is getting bigger and bigger and we are rushed for performance, set-up and warm-up time and space because of being in the middle of all the guards. It would help for us to have our own warm-up space and not so pushed for time on set-up and stuff. There is a time limit but it seems we always had 3 minutes left for set-up before we got a penalty but we were still being rushed. Having championships seperate for percussion also allows for a shorter day for guard and percussion. More and more percussion groups are coming out and this could be even a bigger draw. This also allows for percussion groups to experience on a smaller scale what WGI competitions are like and world championships are like.
Financial Impact: There will be a financial impact in the good because of seperate days, which means more concession and more attendence
3. Proposal: Each unit of CIPA part taking in CIPA Championships will receive a Directors copy of that group’s championship run.

Rationale: Several of the judges from championships made references on their tapes to go back and watch the performance to see exactly what they where talking about. Due to our current contract with the video company, no outside recording was allowed and I was not able to go back and reference these spots in the show. Having directors copies would greatly help those groups attending WGI the following weeks after CIPA Championships. I propose that we find a way to provide ONE directors copy of each unit. If the video company is worried about “copies” of these being made, there are ways to lock the recording so that this will not occur.
Financial Impact: possible cost of DVD’s for each groups recording
4. Proposal: For the 2009 season we create badges for directors to wear to shows. Two Directors badges will be given to each unit at the qualifier show they attend. Submitted by (proposals with no name will not be considered): Leza Dege-Carver

Rationale: We know faces, and sometimes names, but for a lot of us, it is hard to put certain people with groups. This will help directors identify other directors and who they can go to with questions. This will also help show staff find certain people at contests when needed. Financial Impact: cost of making the badges and lanyards for the badges. 5. Proposal: Addition of a new class between the Novice and Intermediate class Submitted by Tim Hudnall Unit and/or Position: Karns High School Rationale: The addition of a class between the novice and intermediate class will allow for a true representation of what each class means. This would also allow the judges to react and score appropriately so that groups can work to achieve within the respective classes. This would also allow us to drop the dual classes at championships. This would also hopefully allow units to be promoted more readily and spread the classes out in a true manner Financial Impact:Non really except for 3 trophies at championships 6. Proposal: Create a new judges promotion scale if a new class is added

Rationale: If a new class(es) are added, the current promotion system would need to be readone. Allow for quicker promotion with lower scores that allow units to move up quicker and spread the classes out. Financial Impact:none
7. Proposal: Create the position of vice-president( president –elect) Submitted by : Tim Hudnall Unit and/or Position: Karns High School, Rationale: This position would allow a person elected as future president to work side –by-side with the current president and be able to step immediately into the position at the conclusion of the circuit president’s tenure

Proposal: Allow non-CIPA shows to be attended with points awarded Submitted by Tim Hudnall Unit and/or Position: Karns High School Rationale: with the increasing gas prices, it is becoming more financially straining to travel for contest. Some schools currently host non- CIPA shows and still have respectable crowds. We should research ways to allow members to compete at these shows. Possibly allow them to gather at least one point towards championships even if placement points are not given Financial Impact:
Proposal: Eliminate from handbook-Note: Unit classification must not be lower than the National or Regional class in which they compete at WGI contests. Submitted by Tim Hudnall Unit and/or Position: Karns High School Rationale: If this is imposed, then any guard must be in at minimum, HAS to be able to attend WGI events. This would not allow any HS intermediate groups to perform at a WGI event or they must move to HAS since there is no regional A class at WGI anymore

Proposal: Double panel all guard classes at CIPA championships Submitted by Tim Hudnall Unit and/or Position: Karns High School Rationale: we need to provide double panels to all competitors. There is/was a wide range between the downstairs judges in each novice and HIS class. The randomness of who was on what panel could have caused SEVERAL changes in placements. At minimum we should double the IA and EA people since GE already has 2 different persepctives championships to get equitable judging Financial Impact: some, willing to pay more at
11.Proposal: Not a full proposal but a suggestion; Take the warmup gym at CIPA and divide it by a curtain. Allow body and equipment warm up simultaneously. Proposal: Judge Protests -Should a manager wish to file a formal protest concerning a particular judge, the process is as follows: 1. The instructor’s critique sheet and the judge’s tape must be turned into the contest director or to the chief Judge within one week of the contest date. 2. Upon receiving two formal complaints, from two different units, a review committee will be convened. 3. This committee will consist of the Chief Judge and the Judge Task Force Committee. 4. Action taken at the review may range from discussion at the review board with no additional action taken, to removal of the judge from that particular class until adequate additional education is completed. 5. If the unit representative filing the complaint is a Judge Task Force Committee member, a replacement of the Board of Directors will be called to serve on the review board. Submitted by: Tim Hudnall Unit and/or Position: Karns High School Rationale: Allows for judging concerns to be dealt with in a reasonable manner and without prejudice. 13.Proposal: Any unit that arrives late to a competition will be penalized 1 point for each group whose performance time was made earlier in order to allow the tardy unit to perform after the original groups. Example; if a unit is scheduled to perform with 3 units to follow, but arrives late and is "fit in" at the end of the class, that unit will be penalized 3 points. Submitted By: Debbie Ryans Unit/Position: West High School, Unit Director Rationale: It is unfair to allow a unit to arrive late to a competition and not suffer any consequences in doing so. Financial Impact: None. 14. Proposal: A unit may still be promoted to the next class even if a competition has an "incomplete" judges panel consisting of just three or four judges. If this is the first time a unit has received three promotion scores, they may still petition the decision. However, if a unit has already used their petition earlier in the season, they would be required to be promoted to the next class. Submitted By: Debbie Ryans Unit/Position: West High School, Unit Director Rationale: If a competition has only three judges in attendance and a unit receives three promotion scores, the other two scores to make up a "full panel" wouldn't have made a difference in the outcome of promotion. Three out of three, or three out of four, judges still meets the required three judge vote for a unit to be promoted. Enforcing this rule means that a unit may not use an "incomplete" judges panel as an excuse to stay in a class in which they obviously do not belong. Financial Impact: None 15. Proposal: Enforce the rule from the handbook that any unit classification must not be lower than the National or Regional class in which they compete at WGI contests. Submitted By: Debbie Ryans Unit/Position: West High School, Unit Director Rationale: If any unit is able to compete at the WGI level, then they should not be competing in Novice or High School A Intermediate classes which are intended to be the classes in which a unit learns winterguard fundamentals and how to develop ideas within a show. Financial Impact: None. 16. Proposal: Due to rising gas prices, the circuit must have the minimum required competitions to compete at championships in each major area of the circuit. Submitted By: Debbie Ryans Unit/Position: West High School, Unit Director Rationale: This allows units to minimize their overall costs to travel to competitions. Financial Impact: Cost of covering judges and personel for each competition. 17. Every guard contest does NOT require a corresponding percussion contest. Amy Stewart, Contest Coordinator Currently, our percussion division is about one-third the size of the colorguard division. We simply do not have enough participation in percussion to justify that every show host pay for a full percussion panel. Some percussion shows had to be cancelled due to this lack of participation. I believe that limiting the number of shows will create larger contests that will be profitable for show hosts and create a larger return on the circuit’s investment to secure judges for these shows.Also, this will limit the number of changes that units have to make to their season schedules. Both CIPA and the show hosts can financially plan for the show as scheduled without the worry of cancellation due to lack of participation. 18. Delete the following sentence from the paragraph describing the Judges Task Force: “Any member of the Task force that has a unit in the class involved in the complaint will excuse themselves from that vote.” Amy Stewart, Contest Coordinator This statement was included to help prevent bias in matters for the Task Force. While it was a good inclusion in theory, it proved to be very limiting when actually applied to situations in 2008. Many times, almost every member of the Task Force could have been barred because of some affiliation. I believe that our Board Members are professionals and can be called upon to act in the best interests of everyone involved, as they have been elected to do. No financial impact. 19. Delete the following note from guard Unit Classification: * Note: Unit classification must not be lower than the National or Regional class in which they compete at WGI contests.” Amy Stewart, Contest Coordinator While this statement is appropriate for units that regularly compete in WGI contests, it adversely affects units that wish to merely “try their hand” at the Regional or National level. A novice guard that competes at a WGI contest does not morph into an A-class guard simply by participating. CIPA should encourage this exposure and long-term growth into upper classifications, not force it. Also, as CIPA has three classes where WGI has one (A Class) it is difficult to draw a parallel for what qualifies as a “lower class”. No financial impact. 20. Delete criteria not specifically related to a unit’s program from the High School Novice description “first or second year that a guard is competing in CIPA; guards whose membership is composed of tenth graders and younger” Amy Stewart, Contest Coordinator As a recommendation for classification, this statement works. As a mandate, which it appears to be, it does not. It would be almost impossible to make a list of all the factors that make a guard fit a classification. I would rather let our promotion system work and group like units together. No financial impact. 21. Add the phrase “or WGI Championships” to each of the following statements regarding guard promotion: “Guards may not be promoted from one WGI sheet to the next unless promoted by WGI at a Regional.” (or WGI Championships) “All promotions from one sheet to the next at WGI Regionals (or WGI Championships) will be honored by CIPA.” Amy Stewart, Contest Coordinator Clarification of an implied understanding.
No financial impact. 22. Create a new percussion class, PSA National. Amy Stewart, Contest Coordinator As our percussion division has grown, we are experiencing a wide difference in level of achievement by our “A” Class groups. Creating a National class will separate the more experienced competitors from those who are still learning about the class. In the past, the upper level groups felt the need to move into Open class, which did not correlate with the class they competed in on the Regional and National level. This will allow all units to receive the feedback they need at the proper level, while being grouped with similar competitors. Minor financial impact – possibly in number of awards show hosts must purchase? 23. Proposal: Basic judge guidelines be put back in the CIPA handbook. By: Debbie Gilbert, CIPA Treasurer Rational: So that the expectations of the organization is clear to every party involved. Financial Impact: None
24. Proposal: A recruiting process needs to be put into place for independent units recruiting from high schools with winter programs. Open lines of communication need to be honored between INSTRUCTORS of both the independent unit and the high school unit. Instructors need to be involved in the recruiting process not just the students, especially those students under the age of 18 for they may still be impressionable young people. I am open to suggestions as to what guidelines should be put into place to follow for recruiting, but feel that some form of guidelines for recruiting need to appear in the handbook. As our circuit grows this may become an issue if there are no rules in place. Submitted by (proposals with no name will not be considered): Brittany Pennell Unit and/or Position: West High School Winterguard Instructor Rationale: We had a recruiting issue this year. The biggest issue was the lack of communication between instructors/directors. Until there is a rule in place I will not feel comfortable taking my group to certain football games or competitions. As of right now four independent units are located in the area of my unit and without a rule they can use any football game or competition as a means to recruit for their independent unit. I feel if the recruiting is done in a proper way or if it is in the students best interest as a performer to move to the independent level while still in high school with a unit available to perform in than an educated decision can be made by the student, instructors, parents and anyone else who may want to be involved. I think that we must not forget that we are working with children and we need to always have their interests in mind, because as instructors we are role models to the students we teach. There was also confusion about recruiting, because SCGC at some point had a rule in place and there was confusion about if CIPA had a rule. Also without communication from unit to unit there is no way of knowing if there is any outstanding monies due by the performers (which is included in the CIPA handbook), in our case the money was not collected until well into the winter season, but yet there was still no consequences from the circuit put on the unit. If we want our circuit to grow we need to protect the units in it. The independent units will grow as the circuit grows. Financial Impact: NONE25. Proposal: Each unit may vote for all members of the Board of Directors/Judging Task Force/Advisory Board. At championships unit directors may vote for each classification of the board of directors. Example, my unit was Novice this year at championships so I voted for the Novice Rep and TN Rep, each unit vote for all class reps and their state reps. Submitted by (proposals with no name will not be considered):Brittany Pennell Unit and/or Position: West High School Winterguard Instructor Rationale: We were promoted at championships and therefore my vote for Novice rep means nothing to my unit now. I had no say in my new class rep. Also we used our petition this year and the Judging Task force was made up by this board of director, but due to the size of the school I work for I could vote for only one class rep not everyone on the board. If the reps on going to be on the board that affects your unit regardless of the class the board member is in then why not have voice in the vote. I think also school size is very important in this issue. The size of my school is such that I can only have one guard therefore can only vote for one classification. Directors with several units get the opportunity to vote for more faces they would like to see on the board.Financial Impact: NONE 26. Proposal: If the handbook states a unit receives ONE petition a season than the unit should be granted only ONE petition a season. Submitted by (proposals with no name will not be considered):Brittany Pennell Unit and/or Position: West High School Winterguard Instructor Rationale: The rest of the units in the circuit should not suffer from issues that may grant units a second petition after the handbook states that units receive one petition. Again to protect everyone in the circuit this rule should be enforced. Financial Impact: NONE27. Proposal: Clarification of the handbook over what qualifies as a units’ last performance. This is an issue with championships when classes are split in half. If the units last score is used to place units at championships it needs to be clear what is the last performance. Is it any performance WGI, CIPA, or non circuit, or is it strictly the last CIPA score? Clarification is needed.
